Biography

Dr. Daya Nand is an Associate Professor and Program Director of Cybersecurity at Texas A&M University–Victoria, specializing in AI governance, cyber diplomacy, and human trust in digital systems. With over fifteen years of academic and consulting experience, his work bridges national security, ethics, and technology policy, guiding organizations in the energy, healthcare, and critical-infrastructure sectors.

At Texas A&M University–Victoria, Dr. Nand founded and developed the MS-Cybersecurity program with concentrations in AI and business strategy, and established a Cybersecurity Advisory Council of more than 25 senior executives and CISOs from leading U.S. organizations to align academic innovation with national security and workforce priorities.

He holds two doctorates—a Ph.D. in Network Security (2014) and a Ph.D. in Cyberpsychology (2025)—focused on human trust and digital behavior. A published author of Homeland Security and Terrorism (Kendall Hunt, 2024), Dr. Nand continues to advance interdisciplinary approaches that connect cybersecurity, public policy, and global cooperation.
