A&M-Victoria faculty members receive promotions, full professorship
Five faculty members from Texas A&M University-Victoria have received promotions, with four receiving full professorship and one earning tenure.
The associate professors who were promoted to the rank of professors were:
- Moira Baldwin, College of Education & Health Professions
- Raymond Tucker, College of Education & Health Professions
- Sherry Vafa, College of Education & Health Professions
- Liping Wei, College of Education & Health Professions
The assistant professor promoted to associate professor and receiving tenure is:
- Kwan Seung Lee, College of Business

Moira Baldwin joined A&M-Victoria in 2024 as an associate professor. She had previously worked as an instructor for Sylvan Learning Centers for more than a decade. Baldwin earned her Bachelor of Science in physics from The Catholic University of America in 1993. She went on to receive a Master of Education in curriculum and instruction in 2003, and a Doctor of Philosophy in curriculum and instruction in 2012 from Texas A&M University.
Raymond Tucker serves as professor of kinesiology in the College of Education & Health Professions. He received a Bachelor of Science in physical education from Sam Houston State University in 1988, followed by a Master of Education in physical education from Southwest Texas State University in 2000 and a doctorate of sports management from the United States Sports Academy in 2008.
Sherry Vafa is a professor in the department of Teacher Preparation, Curriculum and Instruction within the College of Education & Health Professions. She received her doctorate in instructional technology from University of Houston in 2002. Before joining A&M-Victoria in 2014, she worked as a lead instructional designer/system administrator and assistant professor for the Baylor College of Medicine.
Liping Wei is a professor for the department of Teacher Preparation, Curriculum and Instruction within the College of Education & Health Professions. Wei has written and contributed to numerous research publications that center on the lived experiences of learners and teachers across cross-cultural settings. She earned her Ph.D. in curriculum and instruction from the University of Houston.
Kwan Seung Lee is an associate professor of human resource management within the College of Business. He received his Ph.D. in industrial and labor relations from Cornell University in 2019. Lee’s research portfolio includes numerous works on executive compensation, immigrant salaries and business legal environments.
